Job Summary:
The Director – Operations & Training is responsible for the overall leadership, strategic oversight, and operational integrity of access control services supporting an Intelligence Community customer. This position ensures the contract’s success by delivering exceptional site performance, maintaining compliance with IC security protocols (including ICD 705), and developing a robust, compliant training framework tailored for a cleared workforce. The Director will oversee all SCA-covered access control personnel, site managers, and training leads, while serving as the primary interface with government security stakeholders.

Responsibilities:
Client & Government Interface:
  • Serve as primary POC for the customer’s COR, COTR, and physical security officers.
  • Deliver contract briefings, staffing updates, incident reports, and performance metrics regularly to government stakeholders.
  • Respond swiftly to escalated operational concerns or emergency response incidents at secure locations.
Operational Oversight:
  • Lead daily contract operations across multiple secure IC facilities, ensuring access control personnel adhere to customer standards and SOPs.
  • Direct SCA-compliant staffing models, including scheduling, post coverage, and shift management across 24/7/365 operations.
  • Ensure operational alignment with ICD 705, IC clearance protocols, and physical security requirements specific to the agency.
  • Maintain accurate accountability and reporting of cleared personnel and contract deliverables.
  • Responsible for assuring all operations at all sites are conducted IAW agency SOPs and ICD705 standards.
  • Coordination and drive recruiting and onboarding activities as required to meet customer post and scheduling requirements.
Training Program Development:
  • Design and manage a training program tailored to IC mission environments, including post orders, secure facility access protocols, prohibited item detection, and counterintelligence awareness.
  • Conduct initial onboarding, badging preparation, and refresher training for all access control officers and site leads.
  • Ensure all training aligns with SOW requirements, customer directives, and evolving threat environments.
  • Maintain thorough training documentation, certifications, and audit-ready records in compliance with IC regulations.
  • Oversees training personnel and resources for assigned programs.
  • Ensures the training curriculum/POI meets program requirements and that trainees meet all specified training standards
Compliance & Quality Assurance:
  • Implement an inspection-ready quality control program across all sites, ensuring adherence to SOPs and contractual metrics.
  • Lead internal audits, respond to customer inspections, and implement CAPs (Corrective Action Plans) as needed.
  • Conduct post and personnel evaluations and proactively address deficiencies.
  • Track KPIs and metrics related to post coverage, incident response, and training completion.
  • Develop and implement quarterly audit and performance assurance programs as required to assure operational compliance with established SOPs and standards.
Personnel & Workforce Management:
  • Oversee site supervisors, training coordinators, and access control leads across geographically dispersed secure facilities.
  • Support SCA compliance related to wage determinations, fringe benefits, and shift differentials.
  • Partner with HR and Security to ensure smooth onboarding of cleared personnel, clearance crossovers, and reinvestigations.
  • Mentor and develop a high-performing cleared workforce capable of supporting the mission's tempo.
Global:
  • Accountable for managing operations and functioning as the Operations Manager, in contrast to the Project Manager.
  • Reports to the contracts PM.
  • Responsible for overseeing and managing the personnel in Access Control, Visitor Services, Operations/Communications Center, and CST.
Qualifications:
  • Bachelor’s degree in Homeland Security, Criminal Justice, Intelligence Studies, or related field; advanced degree preferred.
  • 10+ years of experience managing government or intelligence access control operations.
  • 5+ years in a leadership role overseeing SCA personnel in a secure environment.
  • Proven experience supporting IC clients, including compliance with ICD 705, TEMPEST controls, and badge-access protocols.
  • Active TS/SCI with Polygraph required at time of hire.
  • Strong knowledge of physical security practices, contractor onboarding, post operations, and IC security standards.
Preferred Qualifications:
  • Experience managing large-scale security or access control contracts with >100 SCA personnel.
  • Knowledge of DS-1838, JPAS/DISS and IC onboarding processes.
  • Formal training certifications (e.g., Certified Protection Professional – CPP, IC security training accreditations).
  • Familiarity with electronic access control systems, VMS, and visitor control centers in SCIF environments.
Work Travel & Physical Requirements:
  • May require local and occasional CONUS travel between IC campuses (up to 25%).
  • On-call availability during after-hours emergencies or customer escalations.
  • Frequent presence required at customer site(s) to oversee operations and staff performance.
